Introduction

The Azad jammu & Kashmir Private Power Cell Muzaffarabad (AJKPPC) was Established in 1996 to facilitate private sector  participation for Hydel Power Generation in Azad Jammu & Kashmir. AJKPPC provides a “One-Window” support to Private Sector investors in matters concerning development of Hydro Power Projects and related infrastructure. These matters include negotiation of the Implementation Agreement (IA).

AJKPPC also provides support to the power purchaser and fuel supplier while negotiating the Power Purchase Agreement (PPA), other related agreements, and liaison with the concerned local and international agencies for facilitating and expediting progress of private sector power projects.

AJKPPC is working to attract and facilitate FDI in Kashmir power sector. A number of foreign investors have expressed interest in setting up power generation projects that would exploit our indigenous resources including hydel. Their proposals have been evaluated and the prospective investors facilitated and encouraged to come up with power projects focusing on maximum utilization of available local resources.

Message from Chairman:

Natural fossil reserves are prone to depletion and exhaustion as the supplies have to be drastically increased to meet rising demands. In the face of looming decline in Earth’s fossil fuel stocks and rising concern on  pollution and climatic hazards, , interest in harnessing the renewable energy resources for power generation is reviving all over the World.  Hydropower being renewable and environment friendly source of energy, offers many advantages particularly to developing economies like AJK that, otherwise, are dependent on expensive thermal generation plants for present and future needs. As has been amply proved, expansion of WAPDA installed capacity through fuel based generation in the past escalated the unit cost of electricity beyond affordable means of ordinary citizens.
Availability of cheap and reliable energy is the primary requisite for sustainable socio-economic growth. As the progress in social, industrial and agricultural sectors is directly related to the use of energy, developing countries need to focus on exploring cheaper indigenous means to ensure its affordability and reliable availability.
The indigenous hydropower resources in Indus river basin of Pakistan is a great natural endowment.  Part of this potential lies in AJK, where extensive field reconnaissance missions by WAPDA and German experts (GTZ) have identified potential Sites of more than 5000 MW capacity. These sites offer added advantage of being close to urban load centers of Punjab and NWFP requiring less transmission / interconnection costs to national grid.
Development of Hydropower potential of AJK is a priority for the Government as it holds the key for a promising future. Due to paucity of funds in Public Sector, the progress in the exploitation of hydel potential can be expedited if Private sector is associated in its development. The private sector, due to its inherent dynamism can make significant contribution towards the development of these projects. Participation of private sector would certainly accelerate the pace of progress with dividends to be mutually reaped.
  A simplified procedure to facilitate the prospective sponsors of projects up to 50 MW capacity is outlined in the following pages. The Government of AJK keenly seeks the participation of private investors with the assurance that their proposals shall be expeditiously processed and all possible support shall be extended at all stages of project implementation. For projects above 50 MW capacities, GoAJK would be the main driver and catalyst for marketing and coordinating with the Private Power& Infrastructure Board, Government of Pakistan.
The potential investors are invited to come forward and become an IPP in AJK, where not only the procedures have been simplified but highly conducive environments to suit private sector temperament also exist.
